i) Financial Turnover:

The Average Annual Financial turnover of the bidder during the last 3 years ending 31st March of the previous Financial year should be at least

The Bidder should have experience of having successfully carried out and completed similar work during the last 10 years ending last day of the month previous to the one in which tenders are invited, which experience should be any one of the following:

Note:
“Similar work” is defined as Bidder shall have carried out Consultancy in the field of Inventory/Spares Management /Inventory Benchmarking /Inventory Optimization, Warehouse Design Management in any major organizations handling Inventory & Warehousing Systems. The consultancy as given above can be one separate order / contract or in multiple orders / contracts or part of a larger order / contract.
1. All above indicated amounts are exclusive of Service Tax / GST.
2. Relaxation to MSE/ Start-up bidder:
a) MSE: Pre-qualification criteria with respect to Prior Turnover and Prior experience may be relaxed for Micro & Small Enterprises (to the extent of 15%) as per GOI guidelines subject to meeting of quality and technical specifications.
(For example, if PQC value applicable to other than MSE bidders is Rs. 100/-, the same shall be Rs. 85/- for MSE bidders).
b) Start Up: No Relaxation in Prior Turnover and Prior Experience Criteria for Start Ups. Experienced Consultants are preferred considering the uniqueness, criticality and complexity of the Job.
In view of above, Indent to be processed considering non relaxation in prior experience /turnover in PQC for startups as mentioned above
iii) Other Criteria:
a. The Bidder should be a Consulting firm / Company registered under Companies Act, 1956 (or as amended) or LLP / Partnership under Partnership Act, 1932 (or as amended) with at least 10 years of operations in India as on bid submission date. Relevant documents of registration shall be submitted, as proof for the same.
b. Bidders who have been issued and executed orders for similar works in MRPL during the last 3 years shall provide Completion Certificate from MRPL, else a declaration shall be given by the bidder that they have not executed such work orders in MRPL in the said period.
c. Bidder has to quote for all items as per price bid and this is to be confirmed in the format provided along with the technical bid.
d. Experience of only the Bidding Entity shall be considered. In-house experience (where for the past experience referred for qualification, the contractor and the Owner belonging to the same organization) shall not be considered as a valid experience for the purpose of qualification.
e. A Bid made by a wholly owned Indian Subsidiary of a Foreign Company will also be considered provided the Parent Company meets the BQC. In such case, the following shall be complied and necessary documents from parent company shall be submitted
a. The work under consideration shall either be executed by the Parent company or shall be executed under the supervision and back-up of the Parent Company.
b. The Parent Company shall furnish a corporate undertaking to be jointly and severally responsible with the Indian subsidiary for due, proper and timely performance of the contract and discharge of liabilities of its Indian Subsidiary in the event of award of work to its Indian Subsidiary.
f. If the bidding entity is submitting experience of its branch office/sub-licensee/ parent/ sister/member of same network or member of same global firm, it may be considered provided a undertaking needs to be given by the authorized/head of the bidding entity clearly mentioning that they would be able to draw international resources/ expertise from them as and when required to fulfill the commitments
g. All offers shall be submitted in INR (Indian Rupee) only. Bids Submitted in any other currency shall be rejected. Bidder shall submit a confirmation to this effect with the Techno-commercial bid.
h. The bidder should not be under a black-list/ holiday list MRPL/Ministry of Petroleum and Natural Gas (MoPNG) or should not have been debarred by orders issued by DoE during the tender period . Bidder shall give a declaration to this effect.
i. Joint venture / Consortium bids not be permitted for this tender.
1. Bidder is required to provide the following documentary proof in support of meeting Pre-
Qualification Criteria along with their technical bid:
a. Annual reports containing Audited balance sheets and Profit & Loss statement, in support of their fulfilling the qualification criteria. (In case the last Financial closing date is within 9 months of bid due date and audited annual report of immediate preceding Financial year is not available, bidder has the option to submit the Financial details of the three previous years immediately prior to the last Financial year. Otherwise, it is compulsory to submit the Financial details of the immediate three preceding Financial years)
b. Proof of Completion like completion certificate / official correspondence from client etc. indicating name of client, location of work, date and value of order, value of work completed against above order, scope of work and date of completion in support of their fulfilling the qualification criteria. If certificate does not contain value of work, then the bidder has to submit documentary proof like submission of invoice and acceptance of invoice by client for the value of work done or any other documentary proof as required for certification of work value. Final decision on acceptance of the documentary proof rests with MRPL.
c. Any other relevant documentary evidence for all the above-mentioned criteria.
2. All documents furnished by bidder in support of meeting the experience criteria shall be
EITHER
“Duly certified by Statutory Auditors of the Bidder or a practicing Chartered Accountant (not being an employee or a director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law
OR
Duly notarized by any Notary Public in the bidder’s country”
If due to non-disclosure agreement, if the bidder is not able to submit the required documents, the end client can be called to a video conference directly to interact with MRPL or an official correspondence from the client on letter head or from official email id of the client directly to MRPL is also acceptable.
In special cases when the bidder is unable to disclose the WO/LOI or Completion certificate in view of legal constraints, if any, a detailed undertaking will have to be provided with a Self-certification from the CEO/CFO/COO/Managing Director/ Chairman/Country Head of the bidding entity. The self-certification should provide the full details of the WO/LOI and completion of the work including the following:
3. MRPL reserves the right to complete the evaluation based on the details furnished without seeking any additional information.
4. All the Financial Documents /Reports certified by Chartered Accountant (CA’s) must have Unique Documents Indentification Number (UDIN).
iv) Rejection Criteria:
1. Bids received after the due date and time of bid submission shall be summarily rejected.
2. Bids without EMD: Bids received without/ with insufficient EMD (in original with the Technical Bid), before the bid closing date & time shall be summarily rejected. However, Govt. Dept. /PSUs/ firms registered with NSIC/MSE (Micro & Small Enterprise), vendors registered with District Industries Center (DIC), Startups are exempted from submission of EMD. Such bidders shall submit relevant documentary proof towards exemption, along with technical bid of the tender.
3. Offer sent without having the prescribed bidding document of MRPL, non-adherence to technical / commercial terms & conditions, Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations to the tendered scope of work shall be liable for rejection.
4. Non-compliance to any of PQC/BEC will be liable for rejection.
5. Bidders failure to enter into Integrity Pact as applicable for the Tender along with the bid duly signed shall be liable for rejection.
6. If technical bid & price bid are submitted together.
7. Bids found to have been submitted with falsified/ incorrect information.
8. Offer is liable for rejection If Bidder is in the Holiday/Blacklist of MRPL/Ministry of Petroleum and Natural Gas (MoPNG)/ debarred by orders issued by DoE during the tender period. Bidder shall give a self-declaration to this effect.
9. Consortium / Joint bids shall not be accepted.
10. Bidder to quote for all items enlisted in BOQ, otherwise offer shall be rejected.
11. Offers not meeting statutory requirement are liable for rejection.

i. The amount specified in the technical scoring criteria as above (wherever specified) is inclusive of taxes.
ii. Bids of all eligible Bidders shall be evaluated and points shall be allocated based on the documents / presentation submitted /given by the Bidders. The score/ marks obtained by the bidder will be their total Technical score (T).
iii. Only the bidders with score of 70 and above out of 100 marks in above Technical evaluation shall be called as "Technically Qualified" (TQ) Bidder. TQ Bidders only shall be shortlisted and shall advance for price bid opening. Decision of the MRPL in this regard shall be final and binding on all.
c) The Technical Evaluation Score of the TQ bidders having the highest score shall be awarded 100 points. The other TQ bidders will be given a technical score directly proportional to the score secured by them with respect to the highest score and final Quality Score (Q) of the TQ bidder shall be calculated on the basis of the following formula:

d) For the purpose of evaluation, the cut-off date of any / all work and experience of the key personnel shall be 31-03-2024.
e) All relevant credentials /supporting documents in relation to QCBS parameters to be submitted along with Techno-commercial offer.
f) Location, Date and Time for presentation to MRPL management as part of QCBS evaluation process would be intimated to all the Shortlisted bidders separately.
g) Financial Bids of those who have technically qualified only shall be opened for further evaluation.
h) Bidder(s) with lowest quote will be allotted 100 % financial score, accordingly, financial score of other bidders will be derived out of 100 as follows

j) Final selection of Bidder will be done based on added individual score achieved by the Bidder in techno-commercial evaluation. The Bidder getting the highest combined Score (S) shall be selected for award of work. The final scores would be rounded off to two decimals.
k) The proposal obtaining the highest combined Score (S) in evaluation of quality and cost will be ranked as L-1 followed by the proposals securing lesser marks as L-2, L-3 etc. The proposal ranked as L-1 will be invited for clarification / negotiations if required, and considered for award of the consultancy job.
5. In case of a tie, then the bidder with highest Technical score (T) will be selected for award of contract. However, in the event of Bidders having same Technical score, the bidder scoring the highest score in the ‘Presentation of proposed work plan’ shall be considered for award. The decision of MRPL in this regard shall be binding and final.
6. Purchase preference for MSE Bidders, PP-LC etc. will not be applicable since it is QCBS based evaluation.
7. Techno commercially acceptable bids will be evaluated on overall L-1 basis i.e lowest landed cost to MRPL.
8. In case of a tie in overall L-1, then the lowest ranking bidder will be decided on turnover i.e. bidder with higher turnover (3 years Average Annual turnover total as per PQC#1) will be considered for Purchase Preference.
