Bidder shall fulfil the following qualification criteria in order to qualify for this work:
I. योग्यतापूर्व मानदंड / Pre-Qualification Criteria:
a.
The Average annual Financial turnover of the bidder during last 3 years ending 31st March of the previous Financial year should be at least
Rs. 36.00 Lakhs
2. Past Experience:
The Bidder should have experience of having successfully carried out and completed similar work during the last 7 years ending last day of the month previous to the one in which tenders are invited, which experience should be any one of the following:
a
Three similar completed works, each costing not less than
Rs. 48.00 Lakhs
b
Two similar completed works, each costing not less than
Rs. 60.00 Lakhs
c
One similar completed works, costing not less than
Rs. 96.00 Lakhs
Note: 1. “Similar work” is defined as “Rewinding and Repair work of HT Motors or Alternators (6.6KV and 11KV Voltage rating) and VFD driven HT Motors”
Relaxation to MSE and Start-up bidder:
(For example, if PQC value applicable to other than MSE bidders is Rs. 100/-, the same shall be Rs. 85/- for MSE bidders).
4. Start Up: No relaxation in Prior Turnover and Prior experience criteria for start-up bidders due to ensure the healthiness of tank surfaces and safe and skillful job execution and to ensure overall safety of the plant, no relaxation in pre-qualification criteria to be considered for start-ups.
III. Other Criteria:
a. The Bidder shall be capable of rewinding or repairing 6.6 kV & 11 kV rated motors, including motors classified for hazardous area operation. Documentary proofs shall be submitted to this effect.
b. The Bidder should have his own Global Vacuum Pressure Impregnation (VPI) facility for motor rewinding and repairs of up to 4.05 MW rated motors. Documentary proofs for the availability of Global VPI at vendor's rewinding works shall be submitted.
c. The Bidder should have his own facility to take trial runs of the rewound motor at rated voltage i.e. at 6.6 kV & 11 kV. Documentary proofs of High Voltage testing facilities up to 4.05 MW rated motor shall be submitted.
d. Bidders who have been issued and executed orders for “similar works” in MRPL during the last 3 years shall provide satisfactory performance certificate or completion certificate from MRPL, else a declaration shall be given by the bidder that they have not executed such work orders in MRPL in the said period
e. Bidder has to quote Plus or Minus on total overall estimates value comprising all SOR line items rate and this is to be confirmed in the format provided along with the technical bid.
f. The bidder shall not be under Holiday list or Black List of MRPL or Ministry of Petroleum & Natural Gas (MoPNG) or should not have been debarred by orders issued by DoE. Bidder shall give a declaration to this effect.
g. Joint venture or Consortium bids shall not be permitted for this tender.
