Job Description:
PROCUREMENT OF NUCLEATING AGENT FOR PPU

Special Instructions:
As per tender documents

QUALIFYING CRITERIA:


  1. योग्यतापूर्व मानदंड / Pre-Qualification Criteria:




 



    The bidder should be either original manufacturer or Manufacturer’s Sole Selling Agent / Authorized dealer of the manufacturer for Nucleating Agent quoted in the tender. In case the bidder is Manufacturer’s Sole Selling Agent / Authorized dealer of the manufacturer, then the Bidder shall provide a valid authorization certificate / declaration from the concerned manufacturer in the manufacturer’s letter-head and enough documentary evidence, to prove his claim and the same to be submitted along with the technical bid of the offer. This declaration shall have reference of current tender, with an undertaking that the material shall be supplied as per the quantity, quality, delivery and other commitments made in the offer by the Authorized Agent/Sole-Selling Agent. The Bidder shall be solely responsible for all the Guarantees and Services which are part of the Technical Specification of the current tender. The bidder shall provide the compliance statement stating the same along with the technical bid of the offer.



 





  1. Past Experience:




 





  1. The Additive quoted in the tender should be approved by Licensor i.e. Lummus Novolen Technology GmbH.




OR





  1. b) Vendor must have supplied at least 60% of the annualized tender quantity to at least one of the Poly Propylene / Poly Ethylene units within a period of 12 months against a single purchase order / multiple purchase orders (with order being placed in any of the past 5 years period ending last day of the month previous to the one in which tender is invited). The reference should be for the same product quoted in the tender. Vendor to provide the commercial reference for the same. The bidder needs to submit necessary documentary proof for the supplied quantity such as PO copy along with either Invoice copy or Dispatch Documents or Order completion certificate to prove the scope of supply against the order to the satisfaction of MRPL. The bidder shall also provide name and address of contact person, email id, fax and telephone number of the reference. MRPL reserves the right to verify the originals of the documents submitted.




 





  1. c) The entire quantity of additive to be supplied to MRPL should be US FDA & EU REACH 1907/2006 compliant. Supporting documents to be provided for the same.




 





  1. d) Bidder providing reference of trail run taken in any Polypropylene/ Polyethylene unit will not be acceptable.




 



 



 



 



Other Criteria:



 





  1. The bidder shall not be under black-list/ holiday list MRPL or Ministry of Petroleum and Natural Gas (MoPNG) or should not have been debarred by orders issued by DoE during the tender period. Each individual Bidder members shall give a declaration to this effect.




 





  1. MRPL reserves the right to verify documents submitted. MRPL reserves the right to complete the evaluation based on details furnished without seeking any additional information.




 



 



Note 1: In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation upto 15% on past experience.



                                                                                                                                 



Note 2: If PQC quantity applicable to other than MSE bidders is 100 units, the same shall be 85 units for MSE bidders.



 



Note 3: START UP:  No relaxation in the prior experience, turnover for Start-ups for this tender due to public safety, health, critical safety, operations & equipment’s etc.



 



Note 4: If the bidder is qualified as an Authorized Dealer, they shall not be entitled for Purchase Preference as applicable for MSE Manufacturer.



 



Note 5: All documents furnished by bidder in support of meeting the experience criteria of PQC shall be



            EITHER,



“Duly certified by Statutory Auditors of the Bidder or a practicing Chartered Accountant (not being an employee or a director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law"



    OR



    Duly notarized by any Notary Public in the bidders country.



 



Note 6: All the Financial documents/ Reports/ Certificates issued/certified by (Chartered Accountants (CAs) must have Unique Document Identification Number (UDIN)".



 





  1. बोली मूल्यांकन मानदंड /Bid Evaluation Criteria (बीईसी / BEC):




 





  • The bidder should accept in Toto the Technical specification along with the product guaranteed parameters mentioned therein and Scope given in the Tender with no deviations as per clauses of the tender document.




 





  • The bidder to provide 500 gm sample of the product quoted in the tender to MRPL for Lab Evaluation.






  1. The provided sample will be evaluated in MRPL Lab through in-house procedure


  2. Objectives of the Lab trial will be as follows:


  3. To obtain a Minimum Flexural Modulus of 1600 MPa (Test Method: ASTM: D 790)


  4. To obtain a Transparency – greater than or equal to 85% (2 mm thickness sheet as per ASTM D 1003)


  5. The optimum dosage for meeting above quality will be derived at MRPL Lab.




 





  • Subject to Technical and Commercial acceptance, the bid will be evaluated based on the ‘Total Cost Factor’ derived as per the mathematical equation give below and MRPL intends to award the order to the bidder with the Lowest Total Cost Factor derived from the below given equation.

Where,



A Optimum ppm dosage derived at MRPL Lab as per Point no.2 above and



B Landed Cost (with net of set off as applicable) of Nucleating Agent in Rs. per Kg.



                



4) If the bidder is qualified as an Authorized Dealer, they shall not be entitled for Purchase Preference as applicable for MSE Manufacturer.



 



III. रद्द करने संबंधी मानदंड /Rejection Criteria:



 





  1. If the ppm dosage obtained during lab trial (to achieve results as mentioned in Point no.2b of Bid Evaluation Criteria) is greater than 500 ppm, the bid will be rejected.




 





  1. Bids received after the due date and time of bid submission shall be summarily rejected.




 





  1. Bids without EMD: Bids received without/ with insufficient EMD (in original with the Technical Bid), before the bid closing date & time shall be summarily rejected. However, Govt. Dept. /PSUs/ firms registered with NSIC/MSE (Micro & Small Enterprise), vendors registered with District Industries Center (DIC), are exempted from submission of EMD. Such bidders shall submit relevant documentary proof towards exemption, along with technical bid of the tender.




 





  1. Offer sent without having the prescribed bidding document of MRPL, non-adherence to technical / commercial terms & conditions, Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations to the tendered scope of work shall be liable for rejection.




 





  1. Non-compliance to any of PQC/BEC will be liable for rejection.




 





  1. Bidders failure to enter into Integrity Pact as applicable for the Tender and does not submit the duly signed copy along with the bid, shall be liable for rejection. Integrity Pact Applicable.




 





  1. If the technical bid contains price or offer is submitted in single bid i.e. Price Bid & Technical bid submitted together as single bid.




 





  1. Bids found to have been submitted with falsified / incorrect information.




 





  1. The bidder shall not be under black-list/ holiday list MRPL or Ministry of Petroleum and Natural Gas (MoPNG) or should not have been debarred by orders issued by DoE during the tender period. Each individual Bidder members shall give a declaration to this effect.




 





  1. Consortium / Joint bids shall not be accepted.




 





  1. Bidders should quote firm prices in Indian Rupees only. Bids submitted in any other currency than INR shall be rejected.
