Job Description:
Two years ARC for Procurement of Conductivity Analyser Spares as per tender

Criteria:

PQC (Pre-Qualification Criteria): 

1) The Bidder shall be Manufacturer or Authorized Agent (Authorized dealer or Channel partner of the Manufacturer) of Hart and Foundation Fieldbus Conductivity Analyser. If the bidder is not a Manufacturer, he shall submit valid authorization certificate duly issued by the Manufacturer which should also contain undertaking of the Manufacturer to provide necessary warranty cover as per bid requirements. Documentary proof should be submitted along with the technical bid.

2) The bidder should have executed at least one completed order for the Supply of Hart and Foundation Fieldbus Conductivity Analyser for the order value not less than Rs. 9.00 lakhs to Any Hydrocarbon sectors like Refineries/Petrochemicals/Fertilizer Plants/Oil & Gas Processing Plants or Power Plants/Utility Plants in the previous 5 years period ending last day of the month previous to the one in which the tender is floated. The bidder should submit relevant documentary evidence such as copy of the confirmed purchase order and copy of invoice /Satisfactory performance certificate along with technical bid.

3) The bidder should not be under blacklist/holiday list of MRPL or Ministry of Petroleum & Natural Gas (MoPNG) or not debarred by orders issued by DoE. The bidder should submit an undertaking to this effect along with the technical bid.

4) The OEM of the Analyser shall assume complete responsibilities on behalf of the distributor or Channel partner towards design and performance of the analyser inline with technical specifications. An undertaking in this regard shall be submitted by the OEM containing valid contact details (Contact number and Email ID) of the issuer confirming that OEM shall i). Support the end user directly or through distributor or Channel partner during warranty period. In the event of expiry of the validity of the authorized sales partner (bidder), the OEM shall provide direct support or through alternate channel partner. ii) #Provide logistic support to the bidder as applicable.

 

Note:

i) In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation up to 15% on prior experience (for sl.no. 2 above). i.e. (Rs. 7.65 lakhs).

ii) No relaxation in the prior experience for Startups for this tender due to Public Safety, Health, Critical Safety, Operations & equipment etc.

iii) PQC value is exclusive of taxes.

iv) For MSE- Purchase Preference (PP), Bidder shall be Manufacturer for supply items. As per the MoMSME, the benefits of the Purchase Preference (PP) extended only to manufacturers registered under this and are not applicable to traders or dealers or resellers or distributors or authorized agents etc. Accordingly, the eligible MSE bidders shall be registered for the item tendered. The Bidder shall submit proof that he is a manufacturer of the item for which he is quoting and he shall highlight the details of his manufacturing status in the MSE certificate against the item he is proposing to bid in the tender.

 

बीईसी   BEC (बोली मूल्‍यांकन मानदंड  Bid Evaluation Criteria):

1. The bidder should accept in toto the technical specification given in the tender and shall quote accordingly.
2. Techno-commercially acceptable bids will be evaluated on commercially Overall L-1 Basis i.e. lowest landed cost to MRPL. The Bidder should quote for all items and confirmation to this effect shall be attached with technical bid.
3. The OEM shall certify that the item/ equipment offered would not be in " End of Support" for a minimum of 5 years from the date of end of warranty period as specified in the tender. In case the bidder is other than OEM, above declaration from the OEM shall be submitted by the bidder.
4. "The bidder from a country which shares the land border with India will be eligible to bid in this tender only if the bidder is registered with the Competent Authority (i.e Registration Committee constituted by Department for Promotion of Industry and Internal Trade (DPIIT)). The bidder should submit an undertaking to this effect along with the technical bid."

 

रद्द करने संबंधी मानदंड   Rejection Criteria :-

   The bids are liable for rejection in following cases: 

a) Bids received after the due date and time of bid submission shall be summarily rejected.

b) Offer sent without having the prescribed bidding document of MRPL, non-adherence to technical & commercial terms & conditions, Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations to the tendered scope of work shall be liable for rejection.

c) Non-compliance to any of PQC& BEC will be liable for rejection.

d) If technical bid & price bid are submitted together.

e) Bids found to have been submitted with falsified or incorrect information.

f) If Bidder is in Holiday list or Blacklist of MRPL or Ministry of Petroleum & Natural Gas (MoPNG) or debarred orders issued by DoE.

g) Consortium Bids shall not be accepted.

h) Offer submitted in any currency other than INR shall be rejected.

i) "Any false declaration and non-compliance of Restrictions on procurement from the bidder of a country which shares a land border with India." Shall result into bid rejection.
