अर्हक मानदंड :

Pre-Qualification Criteria



 







  1. The bidder for the complete unit shall be an established manufacturer of Compressor – Rotary lobe type (Roots blowers) having adequate engineering, manufacturing and testing facilities for the same


  2. Bidder shall be an Engineers India Limited (EIL) enlisted manufacturer of Compressor – Rotary lobe type. Copies of EIL Enlistment certifcate shall be submitted as documentary proof of the same.




(OR) Bidder should have been supplied Compressor – Rotary lobe type (Roots blowers) through Engineers India Limited (EIL) to any Industry. Necessary documents to be submitted as proof for the same.



 





  1. Past Experience:-




 



Bidder should have executed at least one completed order for Compressors/Blowers costing not less than the amount equal to 673.00 lakhs in any one of the last 7-year period ending last day of the month previous to the one in which this tender is floated to any Industry/Establishment.



 



NB: PQC Value is exclusive of taxes



 





  1. In case the bidder is an authorized distributor and does not meet on his own, the qualification criteria of clause no. (1a & 1b) and (2) above, the bidder can substitute the references of his original equipment manufacturer, provided the following conditions are met by the bidder.


  2. The original equipment manufacturer shall be an established manufacturer of Compressor – Rotary lobe type (Roots blowers) having adequate engineering, manufacturing and testing facilities for the same.


  3. The original equipment manufacturer shall be an Engineers India Limited (EIL) enlisted manufacturer of Compressor – Rotary lobe type. Copies of EIL Enlistment certificate shall be submitted as documentary proof of the same. (OR) The original equipment manufacturer should have been supplied Compressor – Rotary lobe type (Roots blowers) through Engineers India Limited (EIL) to any Industry. Copy of Purchase order to be submitted along with either of the copy of the invoice/completion certificate/satisfactory performance certificate/Third party inspection release notes.


  4. Bidder shall submit the Authorised distributor certificate from the Original Equipment Manufacturer.


  5. The bidder shall import the offered Bare Stage blower assembled with casing,lobes, bearings and seals which is duly mechanical & performance run tested (including components required for spare parts) from his original equipment manufacturer.


  6. The bidder should have adequate facilities for unitization of the blower assembly.


  7. The original equipment manufacturer should have executed at least one completed order for Compressors/Blowers costing not less than Rs 673.62 lakhs not less in any one of the last 7-year period ending last day of the month previous to the one in which this tender is floated to any Industry/Establishment.Copy of Purchase order to be submitted along with any of the following:



    • Copy of Invoice


    • Completion certificate


    • Satisfactory performance certificate


    • Third party Inspection certification release notes








 





  1. Either the Indian agent/ authorized distributor on behalf of the Principal / OEM or Principal / OEM themselves can bid but both cannot bid simultaneously for the same item / product in the same tender. If both OEM and his agent submit bids, only bid submitted by OEM will be considered and bid submitted by agent will be rejected.




 





  1. If an agent submits bid on behalf of the Principal / OEM, the same agent shall not submit a bid on behalf of another Principal / OEM in the same tender for the same item / product. In such eventuality, both offers will be rejected.




 





  1. In case of, the contract / order (which bidder is submitting as a documentary proof) value is not in INR, then currency shall be converted into INR based on the exchange rate prevailing at time of contract / PO date as declared by RBI/FBIL shall be considered.




 





  1. In case the bidder is a subsidary or member of the group or parent compnay and does not meet on his own, the qualification criteria of clause no. (1a & 1b), and (2) above, the bidder can substitute the references of his group or parent company, provided the following conditions are met by the bidder.


  2. The group or parent company shall be an established manufacturer of Compressor – Rotary lobe type (Roots blowers) having adequate engineering, manufacturing and testing facilities for the same.


  3. The group or parent company shall be an Engineers India Limited (EIL) enlisted manufacturer of Compressor – Rotary lobe type. Copies of EIL Enlistment certificate shall be submitted as documentary proof of the same. (OR) The original equipment manufacturer should have been supplied Compressor – Rotary lobe type (Roots blowers) through Engineers India Limited (EIL) to any Industry. Copy of Purchase order to be submitted along with either of the copy of invoice/completion certificate/satisfactory performance certificate/Third party inspection release notes.


  4. Bidder shall submit the relevant document to substantiate that he is a subsidary of his group or parent company.


  5. The bidder shall import the offered Bare Stage blower assembled with casing, lobes, bearings and seals which is duly mechanical & performance run tested (including components required for spare parts) from his original equipment manufacturer. If the bidder is having adequate testing facilities, mechanical and performance run test of the offered Blower assembly can be carried out at his workshop facilities.


  6. The bidder should have adequate facilities for unitization of the blower assembly.


  7. The group or parent company should have executed at least one completed order for Compressors/ Blowers costing  not less than Rs 673.62 lakhs in any one of the last 7-year period ending last day of the month previous to the one in which this tender is floated to any Industry/Establishment. Copy of Purchase order to be submitted along with any of the following:



    • Copy of Invoice


    • Completion certificate


    • Satisfactory performance certificate


    • Third party Inspection certification release notes








 





  1. Either the group or parent company  / authorized distributor on behalf of the  group or parent company  themselves can bid but both cannot bid simultaneously for the same item / product in the same tender.  If both The group or parent company  and his authorized distributor submit bids, only bid submitted by The group or parent company  will be considered and bid submitted by agent will be rejected.




 



Relaxation for MSE / Startup’s Bidders:



 





  1. MSE : In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation up to 15% on past experience, i.e. past experience value for MSE bidder is Rs. 572.00 Lakhs.




For MSE- Purchase Preference (PP), bidder shall be Manufacturer for the indented items. As per the MoMSME, the benefits of the Purchase Preference (PP) extended only to manufacturers registered under this and are not applicable to traders / dealers / resellers / distributors / authorized agents etc. Accordingly, the eligible MSE bidders shall be registered for the item tendered. The bidder shall submit proof that he is a manufacturer of the item for which he is quoting and he shall highlight the details of his manufacturing status in the MSE certificate against the item he is proposing to bid in the tender.



 





  1. STARTUP’S : No relaxation in prior experience/ prior turnover for Startup bidders for this tender due to public safety, health, critical safety, operations & equipment etc.


  2. Other Criteria: The Bidder shall not be under black-list/ holiday List of MRPL/ Ministry of Petroleum & natural Gas (MoPNG) or not debarred by orders issued by DoE during the period in which tender is invited. Bidder shall submit self-certified declaration for the same.




 





  1. Inspection Requirements:



    1. IBR : Inspection for items falling under the purview of IBR regulations shall be done by IBR inspector.


    2. Non-IBR : For non IBR items , inspection shall be done by Third party inspection agencies like EIL / Toyo / Lloyd’s Register /BV / DNV/ TUV /IRS/SGS.


    3. The IBR / Third party inspection is in the scope of the vendor. The quote from the vendor shall be inclusive of all IBR / Third party inspection charges.








Note:





  1. The Bidder shall submit Copy of Purchase order along with any one of the following proof of execution as applicable for PQC Sl. No: 2






  • Copy of Invoice


  • Completion Certificate


  • Satisfactory Performance Certificate


  • Lorry Receipt Copy


  • Third Party Inspection certification release notes






  1. All documents furnished by bidder in support or meeting the experience criteria of PQC shall be either duly certified by Statutory Auditors of the bidder or a practicing Chartered Accountant (not being an employee or director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law “or” Duly notarized by any Notary Public in the bidders country.




 





  1. Name of organization for the job reference for PQC compliance was performed along with contact person’s name, designation, email ID and phone number.




 





  1. The bidder from a country which shares the land border with India will be eligible to bid in this tender only if the bidder is registered with the Competent Authority (i.e Registration Committee constituted by Department for Promotion of Industry and Internal Trade (DPIIT)). The bidder should submit an undertaking to this effect along with the technical bid.




 





  1. All the Financial documents/ Reports/ Certificates issued/certified by (Chartered Accountants (CAs) must have Unique Document Identification Number (UDIN).




 





  1. MRPL reserves the right to complete the evaluation based on the details furnished without seeking any additional information.




 



Bid Evaluation Criteria



 





  1. The bidder shall comply with all the technical specifications and scope given in the tender.


  2. Bidder should have the past expreince of supplying two stages Compressor – Rotary lobe type blowers (Roots type). The differential pressure & flow across the blower is validly similar or higher than the indented blowers. Necessary mechanical data sheets or General Arrangement drawings or any other suporting documents shall be submitted. The documents must contain the information of number stages, flow and differential pressure .Purchase order copies along with Invoice or Third Inspection release note shall also be submitted as proof of compliance.




  3. The blower The blower model offered for each stage shall be from the regular manufacturing range of the manufacturer and shall meet the following minimum service and manufacturing experience requirements of clause # 3 b below


  4. Blowers shall be validly similar in terms of flow, power rating, rotational speed, inlet and discharge pressures, mechanical design, type of rotor, rotor materials etc. as compared to at least Two units designed, manufactured, tested and supplied from the proposed       manufacturing plant and at least ONE of these units shall have successfully operated in the field for at least 8000 hrs without any major problems as on the date of issue of inquiry. Copies of Blower data sheets and other supporting            documents with Purchase       order and relevant invoice or Third party Inspection release notes of the same shall be submitted as a proof.


  5. PROVEN TRACK RECORD: The Bidder shall complete the Experience Record Proforma's enclosed with the inquiry document to amply prove that the offered Blowers meet the Qualification Criteria for technical acceptance.


  6. Power consumption shall be considered for bid evaluation. Bidder shall provide with the guaranteed BKW power consumption (in KWHr) figures in the bid.


  7. Power loading shall be done for 5 years of continuous operation considering 8000 running hrs operation per year.


  8. The cost of power shall be considered @ Rs 7.96/ KWH.


  9. The offer with the lowest guaranteed power consumption shall be considered as base. All the other offers shall be loaded with respect to the lowest guaranteed power figure offered among the technically qualified bidders.


  10. The loading cost shall be added to the landed cost of the equipment for Bid evaluation purposes.


  11. Penalty: If the total consumption of power exceeds the limit of consumption there of guaranteed in the bid, the bidder shall take steps to identify and rectify the cause of the excess power consumption.


  12. Bidder shall be obligated to carry out and continue rectification / remedial measures until the bidder achieves the guaranteed consumption figures subject to a maximum permissible tolerance of 5 % (Five percent) in excess of the guaranteed power consumption figure. Bidder shall carryout all the above rectification / remedial measures within 6 months from the date of commissioning of the blower with out any cost implications.


  13. If even after such steps are taken the consumption of power exceeds more than 5 % (Five percent) then in addition and without prejudice to any other reduction, discount or adjustment in price, which MRPL is entitled to, MRPL shall be entitled to recover the amount as follows: The differential power figure consumption (over and above 5% (Five percent)) between the actual and guaranteed value for 5 years of Continuous operation with 8000 running hrs in operation per year shall be considered for recovery.


  14. In the event that the bidder fails to achieve the guaranteed power consumption figure even after conducting the necessary remedial / rectifications the overall total liability shall be restricted to 5 %.


  15. The techno commercially acceptable bids will be evaluated on Overall L-1 basise. Lowest landed cost net of tax set offs after considering power consumption cost as per tender.




 



Rejection Criteria



 The bids are liable for rejection in following cases:





  1. Bids received after the due date and time of bid submission shall be summarily rejected.




 





  1. Bids without EMD: Bids received without EMD/with Insufficient EMD as on the bid closing date and time shall be summarily rejected. However, Micro and Small Enterprises (MSEs) registered with NSIC or  Udyam or any other body specified by Ministry of Micro, Small & Medium Enterprises (MoMSME)/ Start-up companies recognized by DIPP/ PSUs are exempted from submission of EMD (as applicable). Such bidder needs to submit relevant and valid documents along with technical bid of tender.




 





  1. Offer sent without having the prescribed bidding document of MRPL, non-adherence to technical / commercial terms & conditions, Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations to the tendered scope of work shall be liable for rejection.




 





  1. Non-compliance to any of PQC/BEC will be liable for rejection.




 





  1. Bidder’s failure to enter into Integrity Pact as applicable for the Tender along with the bid duly signed shall be liable for rejection




 





  1. If technical bid & price bid are submitted together.




 





  1. Bids found to have been submitted with falsified/ incorrect information.




 





  1. If bidder is under Holiday/ Blacklist of MRPL/ MoPNG or debarred by orders issued by DoE during the period in which tender is invited.




 





  1. Consortium / Joint Bids shall not be accepted.




 





  1. For Domestic Tenders: Offer submitted in any currency other than INR shall be rejected.




 





  1. The bidder should quote for all items and offer for partial items will not be considered for techno-commercial evaluation and confirmation to this effect to be given in the technical bid.




 





  1. Offers not meeting statutory requirement are liable for rejection.
