Special Instructions:

The due date for bid submission is extended till 01.06.2020.
QUALIFYING CRITERIA::
I. योग्‍यता मानदंड / Qualification Criteria:- a) Pre-Qualification Criteria 1. The bidder shall be the owner/OEM of the software being supplied to MRPL. Relevant documentations for the same shall be submitted to this effect. b) The Financial Turnover: a. The Annual Financial turnover of the bidder during any one of the last 3 years ending 31st March of the previous Financial year should be at least INR 33,237,485 For the bidders following financial year closing at the end of June or September or December, the last 3 financial years ending with the respective quarter shall be considered. In case, the Turnover value is not in INR, then currency shall be converted into INR based on the exchange rate, prevailing, at time of declaring the financial result date, as declared by RBI shall be considered. c) पूर्व अनुभव / Past Experience:- 1. The bidder shall have experience of successfully delivering Asset Integrity Management System (with Thickness and RBI software module) in any other Petroleum Refinery/ Petrochemical plant/ power plant or process plant which is proposed to be delivered to MRPL. Satisfactory work completion certificate or verifiable contact details of the client shall be submitted along with the technical bid. 2. The bidder shall have successfully carried out and completed order for installation of Asset Integrity Management System which is capable of a. Storing and analysis of thickness data of equipment/piping through software module b. RBI implementation In any Petroleum Refinery/ Petrochemical plant/ Power plant or Process plant during last 7 years ending last day of the month previous to the one in which tender is invited, which should meet any one of the following: a Three similar completed works, each costing not less than INR 99,71,000 b Two similar completed works, each costing not less than INR 132,94,000 c One similar completed works, costing not less than INR 199,42,000 All above indicated amounts are basic cost and exclusive of Service Tax / GST/ any other taxes or duties. Similar works is defined as successful installation of Asset Integrity Management System capable of a. Storing and analysis of thickness data of equipment/piping through thickness measurement software module of AIMS. b. Carrying out RBI study as per API 580/581 and its implementation in any Petroleum Refinery/ Petrochemical plant/ Power plant or Process plant through the RBI software module of AIMS. c. Satisfactory work completion certificate or verifiable contact details of the client shall be submitted along with the technical bid. Relevant order copy/copies along with copy of Invoice along with satisfactory Completion certificate and/or verifiable contact details of such clients shall be submitted along with technical bid. In case, order value is not in INR, then currency shall be converted into INR based on the exchange rate, prevailing, at time of order date, as declared by RBI (as available on RBI / FBIL website). 3. The vendor shall have 4 groups of personnel which are defined below: Sl. Tech or equivalent Data collection and entry, Field visits and other jobs. 2 Group 2 4 years BE/B. Tech or equivalent with API 570 and/or API 510. With minimum in each API 570 & API 510 Supervision of Group 1 personnel activities. Preparation of TML marking. Seeking TML approvals from MRPL. 3 Group 3 7 years BE/B. Tech or equivalent with API 571 certification. Shall have experience in RBI implementation in any petroleum refinery/petrochemical/process/power plant Corrosion looping as per API 571, API 580 and API 581. Inspection plan creation for equipment and corrosion loops. 4 Group 4 10 years BE/B. Tech or equivalent with API 580. Shall have experience in RBI implementation in any petroleum refinery/petrochemical/process/power plant Final checking of the corrosion loops and the inspection plans. Preparation of the corrosion control documents and jobs related to RBI implementation. Vendor shall submit the details of team size, qualification and experience as per above along with technical bid. Relevant documentary evidences like brief resume, experience certificates and API certificates for proposed personnel as applicable shall be submitted along with the technical bid. Note : 1. In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation up to 15% on prior experience. 2. If PQC quantity applicable to other than MSE bidders is 100 units, the same shall be 85 units for MSE bidders. 3. START UP: No relaxation in the prior experience, turnover for Start-ups for this tender due to public safety, health, critical safety, operations & equipment’s etc. 4. All documents furnished by bidder in support of meeting the experience criteria of PQC shall be EITHER, “Duly certified by Statutory Auditors of the Bidder or a practicing Chartered Accountant (not being an employee or a director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law" Or Duly notarized by any Notary Public in the bidders country. d) अदर मानदंड / Other Criteria: 1. The bidder shall provide service in India to carryout implementation work and technical support post implementation period. A declaration to this effect shall be provided along with the technical bid. 2. The bidder to submit declaration confirming that they are not under Holiday List /Blacklist of any Govt. Body/PSU for the tender period. An undertaking to this effect to be submitted along with technical bid. In case of bidder is dealer, the dealer and their principal both shall not be on Holiday List /Blacklist. II. बीईसी / BEC (बोली मूल्‍यांकन मानदंड /Bid Evaluation Criteria) :- 1. The bidder shall confirm to accept in to-to the technical specification and scope of work given in the tender. 2. The bidder shall meet the minimum technical specifications mentioned in Annexure 1 of the technical specification of the tender for the quoted software. Bidder shall submit the annexure duly filled and signed along with the technical bid. 3. The bidder shall provide a satisfactory demonstration of software, meeting the minimum technical specifications as per Annexure 1 of the tender without any additional cost/obligation to MRPL. The bidders with successful demonstration will only be considered for further technical evaluation. 4. Techno-Commercially acceptable bids will be evaluated on overall L-1 basis i.e. lowest landed cost to MRPL 5. In case of the bidder does not declare their status as to whether they are MSE bidder in their techno-commercial un-priced bid, they shall be considered as non MSE compliant bidder and their offer shall be evaluated accordingly. No further correspondence shall be made in this regard after bid submission. For Foreign bidders: While evaluating the bids, the reference rate of Reserve Bank of India (as available on RBI / FBIL website) on the day prior to price bid opening date shall be taken into account for conversion of foreign currency into Indian Rupees for price evaluation purpose. III. रद्द करने संबंधी मानदंड / Rejection Criteria :- The offer(s) of bidder(s) is/are liable for rejection in case of following conditions: 1. Bids received after the due date and time of bid submission. 2. EMD: The offer shall be summarily rejected if bid is received without or with insufficient EMD amount, non-receipt of original BG/DD or not submitted along with the Technical bid, non-receipt of EMD within due date & time in case of it is submitted separately. However, Govt. Dept. /PSUs/ firms registered with NSIC/MSE (Micro & Small Enterprise), vendors registered with District Industries Center (DIC), are exempted from submission of EMD. Such bidders shall submit relevant documentary proof towards exemption, along with technical bid of the tender. 3. Offer sent without having the prescribed bidding document of MRPL, non-adherence to technical / commercial terms & conditions, Un-priced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations to the tendered scope of work shall be liable for rejection. 4. Non-compliance to any of PQC/BEC will be liable for rejection. 5. The bidders’ failure to enter into Integrity Pact as applicable for the Tender along with the bid. 6. The Technical bid contains Prices or offer is submitted in single bid i.e. Price Bid and Technical Bid submitted together as a single bid. 7. Bids found to have been submitted with falsified/ incorrect information. 8. If bidder is in the Holiday/ Blacklist of any CPSU/ State PSU/ Central or State Government Undertaking. Bidder shall give a self-declaration to this effect. 9. Consortium / Joint bids shall not be accepted.
