Other than E-Public Tenders, completed Tenders should be Sealed and sent to : Materials Department, Mangalore Refinery and Petrochemicals Limited(MRPL), Kuthethoor Post, Via Katipalla, Mangalore - 575 030. For E-Public Tender, purchase of tender document & submission of offer through Bidders are requested to note that all future Corrigendum’s, Changes, Extensions of bid submission date, etc with regard to this tender, if any, will be published only at MRPL website and not through press advertisement.
Pre-Qualification Criteria:
a)The bidder should be an Original Equipment Manufacturer (OEM) of Digital Conductivity Meter as per ASTM D2624-15 for the conductivity measurement of ATF or an authorized dealer of the Original Equipment Manufacturer (OEM). If the bidder is an authorized dealer of OEM, they shall submit the documentary evidence such as authorization letter from the Original Manufacturer.
  1.Past Experience:
a)The bidder, who intended to participate for the item indicated in the tender, shall have supplied, installed and successfully commissioned at least one number of Digital conductivity Meter as per ASTM D2624-15 for the conductivity measurement of ATF to any Refinery Quality Control Laboratory or Academic Institution (IIT, NIT and IISc) or CSIR-Institutions or Government and other R&D Centers set up by Refineries during past 5 years ending last day of the previous month in one which the tender is invited. The bidder shall submit relevant documentary evidence such as copy of the confirmed purchase order or installation report or a recent performance report.
b)The bidder is required to provide the following documentary proof in support of meeting pre-qualification criteria along with technical bid. Such documentary evidence covering above conditions are:
i.Copy of Purchase Order/s.
ii.Contact details for the reference company along with email id, telephone, name, etc.
iii.Bidder has to submit a performance satisfactory acceptance letter, issued by the customer where catalyst is supplied. In case bidder fails to submit a performance satisfactory acceptance letter, MRPL shall request the end user (Customer) via email for such letter. If the end user (Customer) does not submit the satisfactory acceptance letter within five working days upon MRPL’s request, the offer of the bidder will be liable for rejection.
iv.Other relevant documentary evidence for all the above mentioned criteria such as Invoice copy / Despatch Documents / Order completion certificate to prove the scope of supply against the order to the satisfaction of MRPL.
MRPL reserves the right to verify the originals of the documents submitted. Further, MRPL reserves the right to complete the evaluation based on the details furnished without seeking any additional information. Bids without supporting documentation and valid test certificates are liable for technical disqualification.
Note 1: In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation upto 15% on prior experience.
Note 2: If PQC quantity applicable to other than MSE bidders is 100 units, the same shall be 85 units for MSE bidders.
Note 3: START UP: Relaxation in the prior experience, turnover for Start-ups for this tender due to public safety, health, critical safety, operations & equipment’s etc.
Note 4: All documents furnished by bidder in support of meeting the experience criteria of PQC shall be
“Duly certified by Statutory Auditors of the Bidder or a practicing Chartered Accountant (not being an employee or a director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law"
Duly notarized by any Notary Public in the bidders country.
2. Other Criteria:
The bidder shall not be in the Holiday / Blacklist / of any CPSU / State PSU / Central or Sate Government Undertaking. Bidder shall submit self-certified declaration for the same.
