REFORMER CATALYST FOR HYDROGEN UNIT

QUALIFYING CRITERIA::
I. योग्‍यता मानदंड / Qualification Criteria:- a) Pre-Qualification Criteria 1) The bidder shall be the original manufacturer of Reformer catalyst for Hydrogen Generation units. Documentary evidences like Central Excise Registration certificate (or) Factory License (Or) both (or) any other relevant documents, shall be submitted along with technical bid of the offer towards proof for having manufacturing unit. 2) The bidder shall submit an undertaking to comply with all the guarantees and Penalties given in technical specification of the tender. 3) The bidder shall submit an undertaking to offer a minimum guaranteed life of catalyst of 3 years. The offer of the bidder who cannot guarantee the minimum 3 years’ life shall be rejected. 4) The bidder shall submit an undertaking that they shall supply the catalyst in drums only as specified in the technical specification of the tender. b) Past Experience: 1) The bidder shall have experience of successfully supplying Reformer catalyst to Hydrogen Generation Units/Steam Methane Reformer of Refineries, Petrochemicals or Fertilizer Units using Naphtha as feed during last ten years ending last day of the month previous to the one in which tender is invited. Quantity of such supply should be minimum 11.1 m3 against a single purchase order. 2) The Catalyst offered by the bidder against this tender shall have been in continuous Operation in Hydrogen Generation Units / Steam Methane Reformer of Refineries, Petrochemicals or Fertilizer units for a period of at least two years during the last ten years period ending last day of the month previous to the one in which tender is invited. The bidder is required to provide the following documentary proof in support of meeting pre-qualification criteria along with technical bid. Such documentary evidence covering above condition are, i. A copy of Purchase orders/work orders. ii. Contact details for the reference company along with telephone, name, email id etc. iii. Other relevant documentary evidence for all the mentioned criteria. Note 1: In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation upto 15% on prior experience. Note 2: If PQC quantity applicable to other than MSE bidders is 100 units, the same shall be 85 units for MSE bidders. Note 3: START UP: No relaxation in the prior experience, turnover for Start-ups for this tender due to public safety, health, critical safety, operations & equipment’s c) Other Criteria: 1) The bidder shall not be in the Holiday / Blacklist / of any CPSU / State PSU / Central or Sate Government Undertaking. Bidder shall submit self-certified declaration for the same. 2) MRPL reserves the right to verify the originals of the documents submitted and to complete the evaluation of the bid based on the details furnished along with offer without seeking any additional information. The bids without supporting documentation and valid test certificates are liable for technical disqualification. II. (बोली मूल्‍यांकन मानदंड /Bid Evaluation Criteria) / बीईसी BEC: 1. The bidder should accept in Toto the Technical specification along with the guaranteed parameters mentioned therein and Scope of work given in the Tender with no deviations as per clauses of the tender document. 2. Techno commercially acceptable bids will be evaluated on Catalyst Value (CV) basis and order shall be awarded to the bidder having lowest CV. The lowest CV shall be arrived at by following formula : …………………………………………………………………………………………. CV in Rs = Landed cost to MRPL x Guaranteed methane slip (Mol %) by the vendor -------------------------------------------------------------------------------------------- Minimum methane slip (Mol %) offered by any other vendorNote ………………………………………………………………………………………… Note: 1. For evaluation purpose as per Criteria 2 above, the Case 2 [under Tech Spec Point No 3.2 Possible Feed Stock Combination Case 2 (PGTR Case)] SOR Methane Slip at 100% reformer load will be considered. 2. For evaluation purpose as per Criteria 2 above, the offered methane slip < 5.4mol% shall be considered as 5.4 mol%. 3. In case of the bidder does not declare their status as to whether they are PP-LC/ MSE bidder in their techno-commercial unpriced bid, they shall be considered as non PP-LC/MSE compliant bidder and their offer shall be evaluated accordingly. No further correspondence shall be made in this regard after bid submission. 4. For Foreign bidders: While evaluating the bids, the reference rate of Reserve Bank of India (as available on RBI / FBIL website) on the day prior to price bid opening date shall be taken into account for conversion of foreign currency into Indian Rupees for price evaluation purpose. III. रद्द करने संबंधी मानदंड /Rejection Criteria: 1. Bids received after the due date and time of bid submission shall be summarily rejected. 2. Bids without EMD: Bids received without / with insufficient EMD (in original with the Technical Bid), before the bid closing date & time shall be summarily rejected. However, Govt. Dept. /PSUs/ firms registered with NSIC/MSE (Micro & Small Enterprise), vendors registered with District Industries Center (DIC), are exempted from submission of EMD. Such bidders shall submit relevant documentary proof towards exemption, along with technical bid of the tender. 3. Offer sent without having the prescribed bidding document of MRPL, non-adherence to technical / commercial terms & conditions, Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations to the tendered scope of work shall be liable for rejection. 4. Non-compliance to any of PQC/BEC will be liable for rejection. 5. Bidders failure to enter into Integrity Pact as applicable for the Tender along with the bid duly signed shall be liable for rejection. – Integrity Pact Applicable 6. The Technical bid contains Prices or offer is submitted in single bid i.e. Price Bid and Technical Bid submitted together as a single bid 7. Bids found to have been submitted with falsified/ incorrect information. 8. If Bidder is in the Holiday/ Blacklist of any CPSU / State PSU / Central or State Government Undertaking. Bidder shall give a self-declaration to this effect. 9. Consortium / Joint bids shall not be accepted.
