Other than E-Public Tenders, completed Tenders should be Sealed and sent to : Materials Department, Mangalore Refinery and Petrochemicals Limited(MRPL), Kuthethoor Post, Via Katipalla, Mangalore - 575 030. For E-Public Tender, purchase of tender document & submission of offer through Bidders are requested to note that all future Corrigendums, Changes, Extensions of bid submission date, etc with regard to this tender, if any, will be published only at MRPL website and not through press advertisement.
PRE-QUALIFICATION CRITERIA(PQC): A.The bidder shall submit detailed procedure for carrying out in-situ metallography work at MRPL site along with the offer. Procedure submitted shall be studied, party shall be considered technically acceptable only if the procedure submitted is found satisfactory & as per MRPLs requirement. The procedure submitted shall cover following points as per the brief guideline listed below in sequence & based on the minimum requirements for in-situ metallography examination of replicas:
a)Reference standards.
b)Details of equipments & consumables such as tools, solutions etc.
c)Procedure for replication which includes:
i.Surface preparation
ii.Manual/Electrolytic polishing,
iii.Manual/Electrolytic etching (etchant based on various material of the heater tubes for e.g. P11, P5, P22, P9, P91, SS347, 25Cr35NiNb)
iv.Evaluation of replica by light microscope upto 400X magnification at site.
d)Gold Sputtering of replicas in vacuum at laboratory.
e)Procedure for examination of replicas by LM in the magnification range of 50X to 1000X.
f)Procedure for examination of replicas by SEM in the magnification range of 500X to 5000X
g)Development of photomicrographs after replica examination by LM/ SEM.
h)Numbering of replica & photomicrographs
i)Preparation of the report by enclosing all the photomicrographs, drawing/sketches pertaining to the locations/spots, component details and other relevant information.
B.Bidder shall have experience of having successfully carried out and completed similar work(s)* during the last 7 years ending last day of the month previous to the one in which tenders are invited, which experience should be any one of the following :
Three similar completed works, each costing not less than the amount equal to 3.00 lakh
Two similar completed works, each costing not less than the amount equal to 4.00 lakh
One similar completed work costing not less than the amount equal to 6.00 lakh. Proof of the same shall be submitted along with the bid.
Similar Work(s): The bidder must have carried out In-situ Metallographic examination in Heater cast tubes/Reformer Tubes/Furnace tubes/Boiler tubes in Refinery/Fertilizer/Petrochemicals at least on one occasion
C.Annual Financial Turnover in any one of the preceding years, ending 31st March of the previous financial year should be at least 2.00 Lakh. Proof of the same shall be submitted along with the bid.
D.Copies of work order/s submitted by the bidder as above shall be accompanied by copies of satisfactory work completion certificates. Work Order without satisfactory work completion certificate will not be considered.
E.If the bidder has carried out jobs of similar nature as a Sub-Contractor, the following shall be necessarily submitted:
a)Work order copies placed by the original client on the agency that sub contracted the job to the bidder.
b)Work order copies placed by the agency on the sub-contractor (bidder).
c)Contact details/contact person of the original client.
d)Satisfactory work completion certificate by the original client on the agency and by the agency on the sub-contractor (bidder).
BID EVALUATION CRITERIA(BEC): 1.The bidder shall accept/meet in toto the tender. specification & scope of work given in the tender.
2.Techno-Commercially acceptable bids will be evaluated on overall L-1 basis, i.e. lowest landed cost to MRPL.
REJECTION CRITERIA:-Bids are liable for rejection in following cases:
1.Bids received after the due date and time of bid submission shall be rejected.
2. Bids without Tender Fees and EMD: Bids received without Tender Fees and EMD in original before the bid closing date & time shall be summarily rejected. However, Govt. Deptt. /PSUs/ firms registered with NSIC/MSE (Micro & Small Enterprise), vendors registered with District Industries Center (DIC), are exempted from submission of Tender Fees and EMD. Such bidders shall submit relevant documentary proof towards waiver, along with technical bid of the tender.
3.Non-adherence to technical / commercial terms, will be liable for rejection.
4.If the bidder does not meet the PQC.
5.Bids with deviations in the tendered scope of work.
6.If technical bid & price bid are submitted together. Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations in the tendered scope of work shall be rejected.
7.Bids found to have been submitted with falsified/ incorrect information.
8.Consortium / Joint bids shall not be accepted.
9.Bidder to quote for all items enlisted in the BOQ otherwise bid shall be rejected.
