|I.योग्यतापूर्व मानदंड Pre-Qualification Criteria(PQC):|
a. Average Annual Financial Turnover during the last 3 years ending 31st March of the previous financial year should be at least Rs.28.25 lakhs.
2.पूर्व अनुभव Past Experience:
Bidder shall have experience of having successfully completed “Canteen Running Services” during the last 7 years ending last day of the month previous to the one in which tenders are invited, which experience should be any one of the following :
a.Three (3) similar completed works, each costing not less than the amount equal to Rs.75.34 Lakhs.
b.Two (2) similar completed works, each costing not less than the amount equal to Rs.94.17 Lakhs.
c.One (1) similar completed work, costing not less than the amount equal to Rs.150.68 Lakhs.
(1)Similar work defined as “Canteen Running Services”
(2)Pre-qualification criteria with respect to Prior Turnover and Prior experience may be relaxed for Micro Small Enterprises (to the extent of 15%) as per GOI guidelines subject to meeting of quality and technical specifications. (For example, if PQC value applicable to other than MSE bidders is Rs.100/-, the same shall be Rs.85/- for MSE bidders).
(3)Above Value is excluding Goods & Service Tax (GST).
3.अन्य शर्तें Other Criteria:
a.Bidder should have executed at least one Canteen services contract from April 2010 onwards for a minimum period of Two(2) years in any Industry, Establishment such as Hospital, Educational Indstitutions etc., where in the number of canteen users shall not be less than 250 persons on a working day. Copies of such carried out and completed orders for similar works during the last 7 years and Satisfactory Performance Certificate from the concerned Industry/ Establishment/Organisation to be provided by the bidder. The bidder should submit relevant copies of contract or work order or work allotment letter or agreement or letter or intent along with the Technical Bid as documentary evidence.
Note:Work Order Completion Certificate furnishing the value as per PQC to be submitted i.e., if the contract is extended, it should be continuous & total value of the extended contract shall be considered for PQC. However, Completion Certificate, should clearely mention the total completed value to meet as per PQC.
b.The bidder shall not be under Holiday Listing/ Black listing period by any Government Body/PSU during the Tender period. An undertaking to this effect shall be given by the agency.
Note: Bidder is required to provide documentary proof in support of meeting above criteria along with their technical bid in the first instance itself.
c.Audited Financial Statements (B/S & P&L). In case the financial statements are not audited for 2016-17, they shall be certified by Company Auditors (Certificate from unrelated Chartered Accountant cannot be accepted).
d.Bidder should have a separate ESI and PF code obtained from the competent authority. Proof should be submitted or else successful bidders shall undertake to obtain the same within two months from the date of awarding of contract.
e.Acceptance of all terms & conditions of the tender and compliance to minimum wages, with each page duly signed & stamped with bidders’seal. Work order copies, covering similar work mentioned above & Proof of Completion / Completion certificates indicating value of work completed against above order to be provided by bidder.
f.Experience of only the Bidding Entity shall be considered In-house experience (where for the past experience referred for qualification,the Contractor and the Owner belonging to the same Organization) shall not be considered as a valid experience for the purpose of qualification.
g.Joint Venture / Consortium bids shall not be permitted for this tender.
h.All relevant documentary proof with reference to above, must be “Notarised”and submitted alongwith the technical bid.
II. रद्द करने संबंधी मानदंड Rejection Criteria:
1.Offers received after the due date / time will be rejected.
2.Techno-commercial offer without EMD will be rejected. However, PSU’s /firms registered with NSIC/MSE (Micro & Small enterprises) vendors registered with District industries Center (DIC), Startups for the indented service / items are exempted from submission of EMD. Such bidders shall submit relevant documentary proof towards exemption, along with technical bid of the tender.
3.Non adherence to technical / commercial terms and incomplete bids and bids in deviation to tender conditions will be liable for rejection.
4.Bids with deviations in the tendered scope of work.
5.If Integrity Pact (IP) is not signed and/ or it is not submitted.
6.Bids found to have been submitted with falsified document(s) / record (s) / certificate(s)/ incorrect information.
7.If Bidder is in the Holiday / Blacklist of any CPSU / State PSU / Central or State Government Undertaking. Bidder shall give a self-declaration to this effect.
8.Bidder to quote for all items enlisted in the BOQ, otherwise bid shall be rejected.
III. बोली मूल्यांकन मानदंड Bid Evaluation Criteria (बीईसी BEC):
1.The bidder should accept in toto the technical specifications & scope of work given in the tender.
2.Technically accepted bids will be evaluated on commercially Overall L1 basis, i.e. lowest landed cost to MRPL.
3.In case more than one bidder emerged as L-1, the bidder having the highest total turnover during the past financial years for 2014-15, 2015-16 and 2016-17 shall be treated as L-1
