OPERATION AND MAINTENANCE OF COMPANY OWNED VEHICLES (8/16 HRS & 24 Hours) AS PER TENDER SPECIFICATION ATTACHED

For E-Public Tender, purchase of tender document & submission of offer through https://mrpl.eproc.in Bidders are requested to note that all future Corrigendums, Changes, Extensions of bid submission date, etc with regard to this tender, if any, will be published only at MRPL website and not through press advertisement.
QUALIFYING CRITERIA::
I. Pre-Qualification Criteria: 1. Experience criteria: Bidder shall have experience of having successfully carried out and completed similar work during the last 7 years ending last day of the month previous to the one in which tenders are invited, which experience should be any one of the following: Three similar completed works, each costing not less than the amount equal to Rs 49.62 Lakhs. or Two similar completed works, each costing not less than the amount equal to Rs 62.03 Lakhs. or One similar completed work costing not less than the amount equal to Rs 99.25 Lakhs. Similar works means the bidder should have relevant experience in Providing manpower or maintenance of vehicles / other maintenance jobs involving a major component of manpower during the last 7 years in any organization or Industry. The relevant documentary proof to be enclosed for the above job. 2. Those Bidders, who are already having / had contract with MRPL should obtain satisfactory completion certificate from MRPL logistic Dept and submit along with the technical bid. 3. Bidder has to quote for all items as per price bid and this is to be confirmed in the format provided along with the technical bid. 4. Financial Criteria: Annual Turnover of the bidder, during each of the last three years ending March 31st of previous financial years shall not be less than Rs. 37.22 Lakhs. Audited Annual report shall be submitted along with bid. 5. Net worth of the bidder as per latest audited annual financial results shall be positive. 6. General: a) Bidder shall furnish documentary evidence i.e. copies of work orders/ relevant pages of contract/SOR, completion certificate, from the Owner/ Consultant of work executed, annual reports containing audited balance sheets and profit & loss accounts statement in the first instance itself, in support of their fulfilling the qualification criteria. b) All documents furnished by bidder in support of meeting the experience criteria of PQC shall be: EITHER Duly certified by Statutory Auditors of the Bidder or a practicing Chartered Accountant (not being an employee or a director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law. OR Duly notarized by any Notary Public in the bidders country. In case of notarization, bidder shall also submit an Affidavit in the respective format enclosed along with the Bidding Document, signed by the authorized signatory of the bidder. c) Consortium bids shall not be permitted for this tender. II. Bid Evaluation Criteria: 1. The bidder should accept all the Technical specification and scope of work in toto as given in the tender. 2. Techno commercially acceptable bids will be evaluated on overall L-1 basis i.e. lowest (both Group A + Group B & Maintenance expenditure). III. Rejection Criteria:- The bids are liable for rejection in following cases: 1. Bids received after the due date and time of bid submission shall be summarily rejected. 2. Bids without Tender Fees and EMD: Bids received without Tender Fees and EMD (in original with the Technical Bid), before the bid closing date & time shall be summarily rejected. However, Govt. Deptt. /PSUs/ firms registered with NSIC/MSE (Micro & Small Enterprise), vendors registered with District Industries Center (DIC), are exempted from submission of Tender Fees and EMD. Such bidders shall submit relevant documentary proof towards waiver, along with technical bid of the tender. 3. Non-adherence to technical / commercial terms, Unpriced bid and Price bid not in the prescribed format, incomplete bids and bids with deviations in the tendered scope of work shall be rejected. 4. Offer sent without having the prescribed bidding document of MRPL and without complying with the terms and conditions of bidding document for submitting the offer, shall be summarily rejected. 5. If the bidder does not meet the PQC. 6. If Integrity Pact (IP) is not signed and/ or it is not submitted. 7. Bids with deviations in the tendered scope of work. 8. If technical bid & price bid are submitted together. 9. Bids found to have been submitted with falsified/ incorrect information. 10. If Bidder is in the Holiday/ Blacklist of any CPSU/ State PSU/ Central or State Government Undertaking. Bidder shall give a self-declaration to this effect. 11. Consortium / Joint bids shall not be accepted. 12. Bidder to quote for all items enlisted in the BOQ, otherwise bid shall be rejected.
